State Rep. Jon McKane Posts Perfect Voting Record in the Legislature - July 10, 2009

 

AUGUSTA - State Rep. Jonathan McKane, a third-term legislator from
Newcastle, compiled an outstanding voting record during the First Session of
the 124th Legislature, according to information provided by the Office of
the Clerk of the House. The Republican lawmaker was present for 100 percent
of the roll call votes, one of only 17 House members to record a perfect
score.

 

Rep. McKane said he considers it his duty to be present when the House is
voting.  He said voting is a central part of a legislator's job and
constituents expect their representatives to be in the House Chamber,
especially for roll call votes.

 

The Legislature considered 1,496 bills during the First Regular Session and
in the House a total of 251 roll call votes were taken.  Many bills passed
by the House go "under the hammer" after coming out of committee with
unanimous or near-unanimous support.  Roll call votes are usually requested
for more contentious bills with divided committee reports.  The Legislature
will convene for the Second Regular Session next January.

 

Rep. McKane served on the Legislature's Joint Standing Committee on Marine
Resources and has served on the Joint Standing Committee on Insurance &
Financial Services. His House District includes Bristol, Damariscotta,
Edgecomb, Newcastle, South Bristol and Monhegan Plantation.

AUGUSTA - Maine House Speaker Hannah Pingree has named Rep. Jon McKane to an
influential committee on environmental affairs at the National Conference of
State Legislatures (NCSL). The appointment, which takes effect immediately,
will bring Rep. McKane into contact with state legislators from around the
nation to share approaches and solutions to common environmental issues.
 
"I'm honored by this appointment and by the opportunity to represent Maine
at the national level," said Rep. McKane (R-Newcastle), a third-term
legislator. "The NCSL is an outstanding organization, and its Environment
Committee serves as a forum for legislators to share information about
options being considered in other states. The best ideas don't always come
from the federal government. I think the most innovative solutions often
come from the states."
 
Rep. McKane serves on the Marine Resources Committee in the Maine
Legislature, where he deals with a range of environmental matters with
regard to commercial marine fisheries management, aquaculture and processing
and sale of marine fish and shellfish.
 
The NCSL's Environment Committee educates Congress and federal agencies as
to state concerns regarding a variety of issues, such as air quality, water
management and cost-benefit analysis of environmental regulations. Its
jurisdiction extends to a diverse group of environmental issues, including
natural disasters, waste disposal, pesticides, alternative energy and
nuclear waste.
 
The NCSL, based in Denver, is a bipartisan organization that serves the
legislators and staffs of the nation's 50 states, its commonwealths and
territories. It provides research, technical assistance and opportunities
for policymakers to exchange ideas on the most pressing state issues; and it
advocates for the interests of state governments before Congress and federal
agencies.

Do Mainers Want More Options For Health Insurance?

(NEWS CENTER) -- Is health insurance cheaper on the other side of the Piscataqua River? Rep. Jonathan McKane (R-Newcastle) says it's a lot cheaper, and he wants Mainers to have the chance to buy it.

Rep. McKane is sponsoring a bill called "L.D.290. , An Act To Allow Maine Residents To Purchase Health Insurance from Out-of-state Insurers".

The bill would create a consortium among the New England states to allow consumers in Maine to purchase insurance policies that are offered in those other states, where different regulation and more competition means lower premiums.

But the Maine Superintendent of Insurance, Mila Kofman, says the bill would hurt consumers because they would not have the protection offered by Maine regulations or the oversight of her office. And a lobbyist for Anthem Blue cross/Blue Shield told the Legislature's insurance and Financial regulation Committee on Monday that the proposed law would result in out of state companies insuring only young and healthy Maine customers, leaving older, less healthy people to buy their policies here, driving costs up even more.

But Rep. McKane says Mainers are desperate for some action to reduce the cost of health insurance. He says Massachusetts has 21 companies offering individual polices, while Maine only has two. Greater competition, he says, will make insurance less costly.

Rep. McKane’s Bill Would Allow

Out-of-State Health Insurance Coverage

AUGUSTA – State Rep. Jon McKane has gathered key bipartisan support for his bill to allow Maine residents to buy health insurance from out-of-state insurance carriers. The bill, LD 290, is scheduled for a public hearing before the Insurance and Financial Services Committee on March 16.

“Maine’s insurance disaster has gone on long enough,” said Rep. McKane (R-Newcastle). “Our insurance rates are the second-highest in the country, and they have become a crushing burden for businesses and individual citizens.

“According to a major business survey conducted last year, those rates are among the top three reasons that Maine has such a poor business climate and so few jobs,” he added. “When you combine our high energy costs and tax burden with absurdly expensive insurance, you’ve got a formula for failure.”

According to Rep. McKane, Maine’s insurance mandates, especially community rating and guaranteed issue, have conspired to drive insurance companies out of the state. “The resulting lack of competition and a captive population,” he says, “have given us rates that are often two or three times higher than in neighboring states, for identical coverage. There’s no reason the people of Maine should be held hostage to this debacle.”

 The bill is entitled “An Act to Allow Maine Residents to Purchase Health Insurance from Out-of-state Insurers. It permits regional insurers to offer their individual and group health plans for sale in Maine, provided those insurers meet certain requirements of Maine law, such as those dealing with capital reserves and grievance procedures. The bill defines regional insurers as those authorized to operate in Connecticut, Massachusetts, New Hampshire, Rhode Island and Vermont.

Five of the bill’s 11 cosponsors are Democrats, including Sen. Bill Diamond (D-Cumberland), the Senate chair of the Appropriations; and Sen. Lisa Marrache (D-Kennebec), a physician who serves on the Health and Human Services Committee.

Rep. McKane said most states have already acted to remove destructive mandates to keep their insurance rates more affordable. “Here in Maine, we worry a lot about the safety net and we spend billions of dollars on Medicaid,” he said. “But we never consider the people up on the trapeze. It’s a high-wire act to support a family or a business in Maine, and the cost of health insurance is way out of line.” ###

Rep. McKane Bill Would Contract Out State

Auditing Procedures, Reducing Costs

 

AUGUSTA – State Rep. Jon McKane has introduced legislation to have the State Single Audit performed by outside accountants. He said switching the work from internal to external auditors could potentially save the state millions of dollars and strengthen public trust in the impartiality of the process.

Currently, the Department of Audit, a state agency, conducts the State Single Audit, which is a mandatory compliance audit of all federal assistance funds that come into the state.

The bill, LD 295 – An Act To Contract Out the State Single Audit – has been referred to the Joint Standing Committee on State and Local Government, where a public hearing and work sessions will precede a committee vote on the measure.

 Rep. McKane noted that the state’s Department of Audit has two primary functions. “One is to conduct audits of any organization or institution in Maine receiving or requesting federal government funds,” he said. “But by far the biggest responsibility is to conduct the State Single Audit as required by the federal government.”

Rep. McKane said the Department of Audit now has a biennial budget approaching $3 million, adding that “their job is almost entirely to perform the Single State Audit.” He continued: “The State of Kansas, with a population twice that of Maine, contracts its Single Audit for $300,000 for a three-year period. Do we really need to spend 10 times what Kansas spends for a government that is half the size?”

If the Department of Audit were eliminated, he said, any work beyond the State Single Audit could be absorbed by the state controller, the state fiscal office, the Department of Administrative and Financial Services, the Federal Inspector General or OPEGA – the Office of Program Evaluation and Government Accountability.

Besides the financial savings, Rep. McKane said, contracting out the State Single Audit would enhance objectivity. “It is imperative that any financial audit, whether in business or government, be independent and objective,” he said. “In Maine, where one political party chooses the state auditor, the perception of bias, whether justified or not, will continue to erode public trust. We have been fortunate so far to have had many qualified and unprejudiced state auditors, but this might not always be the case.”

He’s adopted the campaign slogan “Vote for McKane, any way you spell it.”

It makes sense, as state Rep. Jon McKane, R-Newcastle, supports U.S. Sen. John McCain, the presidential candidate. Still, McKane said, he’ll try to go by “Jonathan” a bit more this election cycle.

“People get confused,” McKane said. “They say, ‘I can’t vote for John McCain, he’s not in my district.”

Rep. Jon McKane Voices Support

for Affordable Housing in Coastal Areas

 

AUGUSTA – State Representative Jon McKane (R-Newcastle) shared his concerns about affordable housing in Maine and offered some advice to property owners struggling to pay their taxes. His remarks, made last week, came during a State House event sponsored by the Coalition for Coastal Workforce Housing. The coalition gathered in Augusta to highlight the need for affordable housing, particularly on Maine's coast and islands, and to identify possible legislative solutions.

“It is becoming harder and harder for working Maine people to live in the communities in which they work,” said Rep. McKane, an electrical contractor serving his second term in the Legislature. “One of the reasons is our system of property taxes. These taxes are based not on our ability to pay or what was paid for the property but on the quirks of the real estate market. In that sense, it is the most unjust tax of all.”

According to MaineHousing data collected from 2001-2005, the median price of a home in Maine has increased by 54.8 percent over the past four years and by 71.7 percent on Maine islands during the same period. The median home price on Maine’s islands was $272,500 in 2005. To afford a home at this price typically requires an income of $85,035, more than twice the actual median income in Maine’s island communities.

Rep. McKane stressed the need for overhauling the current property tax system but acknowledged the slow pace of tax reform. In the meantime, he wants Mainers to take advantage of two property tax-assistance programs already in place – the Homestead Exemption and Property Tax and Rent Refund Program, commonly called the circuit breaker. The Homestead Exemption exempts $13,000 of taxable value from a resident’s home. The circuit breaker provides refunds up to $2,000, based on household income and property tax bills. 

More than 50 bill titles have been submitted during the current legislative session to address affordable housing issues. Rep. McKane is sponsoring legislation that would make a number of changes to the Property Tax and Rent Refund program to encourage participation.

Rep. McKane finds Effort and Reward in Constituent Work

Representative Jonathan McKane has continued to visit businesses and homes throughout District 51 this summer and fall and keeps an ongoing connection with his constituents. 

 “Constituency work is day to day, year round, and is one of the most important and rewarding responsibilities of being a State Representative,” said McKane.  “Issues can be as diverse as simply connecting an individual with a needed state resource to helping a business negotiate the occasional red tape of the state bureaucracy.”

McKane dropped in on Augustine’s restaurant in Damariscotta Friday as Augustine’s one year anniversary approaches.  “A year ago this Thanksgiving was opening weekend for Augustine and it was good to see his business doing so well,” said McKane.

 “I’m glad to be successful so I can provide employment opportunities and give back to the community when I can,” replied Augustine.    

 Preparing for that opening weekend last year was not without some anxiety.

 Augustine remembers it vividly.  “We had bought all of our food, our staff was ready and we had advertised for our big opening weekend,” he explained.  “Our inspections were complete, but our liquor license was being delayed in Augusta and they said they wouldn’t be able to get to it until Monday.  I had called everyone I could call and I could get no results.  Finally I called State Representative, Jonathan McKane.”

 McKane recalls, “I called the State Health Inspector and State Liquor Commission and, after several hours of phone calls and faxes, Augustine had his license.”

 It seems the Liquor Commission needed a copy of the health inspection.  All agencies were going to use “snail mail” to send the various permits to each other – when they got around to it.

 “No one was going to do anything,” said Augustine.  That tells me something about the business climate in Maine.  We pay property taxes, liquor taxes, payroll taxes and all of that helps the state.  You would think they would want to be more helpful.”

 Augustine emphasized, “The community needs to know who is there to help when it’s needed.”

 In other constituency issues, McKane has dealt with the Department of Transportation, the Department of Health and Human Services, the Bureau of Licensing, the Department of Education, the Department of Environmental Protection, the Department of Inland Fisheries and Wildlife, the Department of Marine Resources, the Secretary of State, the Attorney General and many more.

 “Every constituents issue is important to that individual or business and needs to be taken seriously,” said McKane.  “A representative is the link to state government - a voice for the people of the district - that is why we are elected.”

As the result of LD 2015 passed by the 122nd Maine Legislature, Katahdin Lake and 6,000 surrounding acres are now destined to become part of Baxter State Park and remain forever wild.  As the result of a compromise, approximately 3,000 acres will remain open to “traditional” uses such as hunting and snowmobiling. 

 

Housing issues on Monhegan

Representative Jonathan McKane (third from right) and Senator Dana Dow (second from right)  visited Monhegan Island on Monday to talk with residents and town officials about the island’s issues.  Intense housing pressures resulting from high property values and taxes have made it difficult for islanders to become or remain as year-round residents.  The Monhegan Island Sustainable Community Association is attempting to address this problem and has had some success.  Other issues are a poorly equipped fire department and emergency response team, a deteriorating and heavily used public wharf, and dealing with Maine’s Land Use Regulatory Commission on a host of permitting matters.

 

 

 

 

 

Rep. McKane Compiles 100 Percent Voting Record

State Rep. Jon McKane, R-Newcastle, scored a perfect 100-percent voting record during the second session of the 122nd Legislature. He voted on all 233 roll call votes cast after the Legislature reconvened on Jan. 4 for its “short session.” The session closed on May 25.

“If I’m not in my seat when a vote occurs, I’m not doing my job,” said Rep. McKane, a first-term legislator. His House District 51 also includes Bristol, Damariscotta, Edgecomb, South Bristol and Monhegan Plantation.

A 100-percent voting record for any legislative session is considered very unusual. For the entire span of the 122nd Legislature, only two lawmakers cast every roll call vote.

“It’s a great honor and privilege to represent the people of my district,” said Rep. McKane, an electrical contractor. “My constituents expect me to be there when votes take place. Voting on laws for our state is a solemn duty, and I take it very seriously.”

Rep. McKane credits his perfect attendance to strong support on the home front. “I have to thank my wife, Susan, for keeping dinner warm and putting up with me being away from home for long hours on winter nights,” he said.
